Bath & North East Somerset Council, as the Licensing Authority, has now granted a Provisional Statement for a small casino to Global Gaming Ventures Limited in respect of a proposal to construct a casino at the new Saw Close development in the centre of Bath.  Further details are available on our Latest Update webpage.

Following approval from government for the authority to grant one small casino premises licence an invitation to apply for the licence was advertised in October 2010 with a closing date of 28 February 2011.Example of casino gaming tables

Four applications for three sites were received for the licence, all of which were on sites identified in the Council’s original bidding process.  The Council has an interest in each of the sites.   The Council had no prior discussion with any applicant over the use of these sites for a casino and any proposal would also be subject to the full planning application process and agreement with land owners.  It should be noted that all the sites are owned by the Council.   The applications are listed below:

Apollo Resorts and Leisure Limited

A seven storey development (including lower ground floor) at the Walcot Street Cattle Market Car Park, Walcot Street, Bath. This is bordered by Walcot Street to the west, the river Avon the east and the Hilton Hotel to the south.

Gala Casinos Limited

Ground Mezzanine & Lower Ground Floor (With entrance from a new piazza off Walcot Street) of a proposed development on land currently known as Walcot Street Cattle Market Car Park, Walcot Street, Bath.

Global Gaming Ventures Ltd. (Previously Great Eastern Quays Casino Limited)

Former Sawclose Clinic and Gala Bingo Hall, Sawclose, Bath.

Grosvenor Casinos Limited

Existing car park bounded by Manvers Street to the west, walkway adjacent to the Police Station to the south and South Parade to the north, Bath.

Application Process

Example of casino gaming tablesAll four applicants had been approved at Stage 1, of a two stage process.   Copies of the Stage 1 applications and the Licensing Sub-Committee’s decisions can be found via the following link Committee Hearing Minutes.  The four successful applicants were subsequently written to and invited to apply for Stage 2.  Two applications were received for Stage 2 of the application process, one from Apollo Resorts and Leisure and one from Global Gaming Ventures Ltd.  The competing bids were evaluated for the best benefit for the area.  This evaluation was conducted by an independent panel backed-up with technical advisors with specialist knowledge in the field of casinos and gaming.  

The report from the panel was presented to the Licensing Committee for approval in August 2012 and a Provisional Statement for a small casino licence was granted to Global Gaming Ventures Ltd.

Sylvie Pierce is director of Earth Regeneration, a property and regeneration company that specialises in partnership with the public and third sectors.

Prior to this she was founder and Chief Executive of Building Better Health, which won long-term contracts with the NHS in London, and completed a number of award winning schemes.

Previously she was Managing Director of Capital and Provident Regeneration.

Prior to her career in property development, Sylvie had a long career in local government and was Chief Executive of Reading Borough Council and the London Borough of Tower Hamlets.

In the past she has been on the Board of the Financial Services Ombudsman Scheme, an equal opportunities commissioner and a visiting professor at Guildhall University.

Urban regeneration & Design & Local Government – member of the Urban regeneration Panel

Les Sparks is an architect/planner with substantial local government experience at senior level, having been Director of Planning and Architecture at Birmingham City Council and previously Director of Environmental Services at Bath City Council. He has also worked as a Planning Inspector.

Whilst at Bath he was instrumental in establishing the English Historic Towns Forum and in 1999 was one of the founding Commissioners of CABE - the Commission for Architecture and the Built Environment.He was a Commissioner of English Heritage and Chairman of the Urban Panel set up to advise on major development issues in historic towns and cities. He is West Midlands Chairman of the Heritage Lottery Fund and Chairman of the Ironbridge Gorge World Heritage Site Steering Group.

In his professional career he has specialised in urban design and conservation and was awarded the OBE in 1997 for his services to Urban Regeneration.

Leisure, Tourism & the Visitor Economy – Chair of Bath Tourism Plus

Mary Lynch has a wealth of private and public sector experience in travel and tourism having worked for British Airways, Thomson Holidays, the British Tourist Authority and latterly as Chief Executive of the English Tourism Council.

Mary owns and runs Mary Lynch Associates (MLA) a tourism consultancy with particular expertise in destination marketing, tourism policy development and public/private operations. She is Chairperson of Bath Tourism Plus, Bath & North East Somerset Council’s arms-length tourism marketing company.

Social & Community Health – Head of School Bath Spa University

Mike is Head of Quality Management in the School of Science, Society Management at Bath Spa University, where he is also the post-graduate health studies director and subject leader for sociology and undergraduate health studies. He lectures and publishes mainly in health inequalities, the voluntary sector, public health and health promotion.

Until 2007 Mike was a non-executive director of Bristol South and West Primary Care Trust (PCT) and vice-chair of the board. At the PCT he was responsible for clinical governance, patient complaints, health inequalities and was a member of the evaluation panel that selected the Bristol local improvement finance trust (LIFT) partners – the preferred partner for developing and managing health centres and the south Bristol community hospital.

Social Responsibility & Problem Gambling - Chief Executive of Gamcare

Andy McLellan is Chief Executive of GamCare, the leading national provider of information, advice and counselling for those affected by a gambling problem.  Andy joined GamCare in February 2009, having previously acted as a strategic consultant to the charity and has over 20 year’s Civil Service experience, working closely with Ministers.

Within the Department for Culture, Media and Sport he was responsible for policy and legislation on gambling, the National Lottery, broadcasting and tourism.  He was also Director of Finance & Planning for the DCMS, and Chief Operating Officer for the Royal Parks Agency.
