Hackney Carriage/Private Hire Driver’s Licence


If you wish to drive a licenced vehicle in Bath and North East Somerset you need to obtain a licence from the Council.


New Application

  • £248 - Application Fee (includes DBS and DVLA checks which are non-refundable)


  • £80 - Application Fee (includes DBS and DVLA checks which are non-refundable)
  • £44 - Additional fee for DBS if not online

Knowledge Test

  • £75 - Retest

NB  The cost of having the required medical report completed by a doctor has to be paid by the applicant.


Payment to be made by card when forms submitted.


Unless otherwise stated, licences are valid for three years.


All licences are issued with an expiry date of 28 February.


Any application to renew a licence received after the current one has expired will be treated as a new application.  If a higher fee is in force for new applications than for renewals, then that higher fee shall be payable. 

Application Form

Applications must be made on forms provided by the Council.  The following will be required on application: 

  • Application Form
  • Medical Certificate
  • Birth Certificate
  • Driving Licence (both parts)
  • Police Check Form
  • Mandate for Release of Information from the DVLA
  • Application Fee
  • Licence Fee
  • Badge Deposit
  • Passport

Electronic forms are not possible as the application pack must contain DBS forms and DVLA mandates which are not available online.  Please contact Licensing Services if you would like us to send you an application pack.

Eligibility Criteria

Every Hackney Carriage/Private Hire driver:

  • must have obtained the age of 21 years; and
  • must have held a full driving licence for a minimum of three years.


When you are ready to proceed with your application, please telephone us on 01225 477689 to arrange an appointment to have your application checked by a Licensing Officer.  Postal applications are not accepted.


Applicants will be expected to have a good knowledge of the streets, road numbers, principal buildings, hotels, etc. of the district.  A written knowledge test may be given to applicants before a licence is issued.  The applicant may also be asked to provide a vehicle for a short driving test to check that they can take the shortest available route to a named destination.


As part of the application, permission to undertake a Police record check and a check to obtain details of driving convictions is required from the applicant.


Contentious or objected to applications will be referred to the Council’s Licensing Sub Committee for determination.

Right of Appeal 

If you wish to appeal a Council decision to: 

  • refuse to grant an application; or
  • attach any condition to the licence

you can appeal to Bath Magistrates’ Court within 21 days of being notified of the decision.


A decision of the Magistrates’ Court can be appealed to the Crown Court.

If you wish to make a complaint about a taxi driver, please use our online form.  If you prefer to write a letter or send an email, please provide the following information: 

  • Driver's badge number and name
  • Vehicle description including plate number
  • Time and date of incident
  • Location and other details of incident
  • Your name and contact details

Written or emailed complaints must be marked "For the attention of the Taxi Licensing Enforcement Officer".
