In May 2013, national permitted development rights were amended to allow the change of use of offices (Class B1(a) use) to residential (Class C3 use) to be assessed through a ‘prior approval’ process rather than through the normal planning permission process. This means that a Council is only be able to consider a narrow range of specified issues when deciding whether to allow such a change of use. These issues do not include the contribution that the office plays to the local or to the wider economy, or to the character of the area.

Our current Street Trading Policy was published in 2014. Many things have changed over the last four years so we want to review the policy to ensure that street trading continues to deliver our stated ambitions, or indeed test that these are still appropriate. We would also like to take this opportunity to explore the future, especially with respect to the development of markets that have the potential to increase the vibrancy of our streets, towns and city, supporting local businesses whilst adding choice and diversity for residents and visitors.
In 2013 Bath & North East Somerset Council gave planning permission for a number of locations where temporary banners and flags can be displayed to promote one-off events and festivals. Most of the locations are lamp columns in the city centre of Bath; there is also permission for a cross-street banner across Milsom Street.
Despite the efforts of the Governing Body to increase pupil numbers at Camerton Church School, numbers on roll have been falling for several years, with only seven pupils in total on roll in September 2017. At this size, the Governing Body believes it would be extremely difficult to provide a rounded education that meets the academic, social and emotional needs of the pupils at the school.
Like every other council in the country, Bath & North East Somerset faces unprecedented challenges due to increasing demand for services and reduced funding.
The Council is assessing how it can save a further £16 million by 2020 – on top of the £27 million that is in the process of being saved, and the £15 million announced in the previous budget – while continuing to deliver essential services.
The Council has powers under the Local Government Finance Act 1992 to reduce Council Tax by way of a discount for both Care leavers and Foster carers if it so wishes.

In order to help with the transition to adult life the Council is looking to help Care leavers with any liability for Council Tax.
The final draft of the West of England Joint Spatial Plan (JSP) is published for comment between 22nd November 2017 and 10th January 2018. The JSP sets out the overall approach and location of new development and will guide the review of each of the Council’s own local plans. If you wish to participate in the JSP Examination you should ensure you respond to this consultation.
