We have to make some minor changes to our Local Council Tax Support scheme this year. We need to increase some of the income bands which determine the percentage discount residents receive on their bill. Universal Credit normally increases each year in line with inflation.
As we are making changes to the LCTS scheme, we are legally obliged to publicly consult our residents on the proposed changes.
Why we are consulting
In April 2024, the LCTS scheme was changed to help residents who benefit from this support. However, we need to adjust the income bands for LCTS to align with potential increases to the Universal Credit standard allowance.
The changes we need to make will ensure that those currently receiving support won't see a decrease in their benefits simply because of any inflation, or changes in Universal Credit allowances. We need to make these changes to the LCTS income bands to maintain the level of assistance vulnerable households currently receive.
If the income bands are not increased, in some cases, residents may no longer be eligible for support because their income might surpass outdated thresholds, even without a real increase in disposable income.
If we do not increase the LCTS income bands in line with Universal Credit standard allowance, our residents could face a reduction in their Council Tax Support from 1 April 2025.
Who we are consulting
The Local Council Tax Support Scheme is open to all residents. We would like to hear from residents, local support providers, and residents currently in receipt of Council Tax Support.

What happens next
This consultation will be open from 11 November until 15 December 2024.
We will then:
- review the consultation feedback from 16 to 22 December
- hold a Full Council meeting to reach a decision
- implement the changes to the LCTS income bands on 1 April 2025
