We are trialling around 70 additional short-stay visitor bays in the new Oldfield Park and Westmoreland residents' parking zone (RPZ), and would like your opinion on how this works over six months.
At the same time, we are also trialling 4 short-stay visitor bays on Upper Oldfield Park in zone 5.
We are installing the trial under an Experimental Traffic Regulation Order (ETRO), which means that you can experience the scheme in-situ before submitting your comments on how it is working.
The trial will start from the launch of the Oldfield and Westmoreland RPZ on 29 August and will run for a minimum of six months.
Why we are consulting
We are trialling changes to the design of the zone following requests from ward councillors and the community. The changes will provide more short-stay visitor bays around amenities such as shops, local churches and the GP surgery.
The changes will create an additional 70 dual-use or limited-waiting bays in zone 28, with maximum stays of up to 2 or 3 hours. The majority of bays are replacing permit-holder only bays.
We would like your feedback on how easy or difficult you are finding it to park as a resident or visitor to the area, or as a business that relies on visitors being able to park in the area. With your feedback, we can work out whether we have allocated the parking spaces fairly; prioritising those that live in the area but also ensuring visitors have the allocation they need to support the area’s amenities.
We are not seeking feedback on the implementation of the RPZ itself, just the trial of additional short-stay bays. The outcome of this consultation will not result in any further changes to the RPZ other than the number of proposed short-stay bays.
Bay change details
Overall, resident permit holders will be able to park for an unlimited time in 2,123 of the 2,254 parking bays within the zone (in the dual-use or resident permit holder bays). 1,806 of these bays are solely for the use of resident permit holders.
We are not changing the boundary of the zone.

About the ETRO
The ETRO is an amendment to the original traffic restriction order (TRO), which was agreed on 8 December 2022 after consultation with the public.
It is not possible to change a plan that is sealed in a TRO before it’s installed because strict rules apply according to law. However, an ETRO will enable us to trial the requested changes as soon as the zone is installed.
Who we are consulting with
Anyone can complete this survey, but we are particularly interested to hear from:
- residents who live in the new Oldfield Park and Westmoreland RPZ (zone 28)
- residents on Upper Oldfield Park (zone 5)
- visitors who use the area’s amenities, such as the GP surgery, shops, faith and community groups
- businesses and organisations that rely on visitors to the area

You can have your say on the proposed changes by completing our online survey. The online form should take no more than 5 to 10 minutes to complete. At the end of the survey, there is also be a chance to leave your own comments about your position on this topic.
You are welcome to submit the survey more than once during the trial, as your experiences may change over time.
Submitting a formal objection to the ETRO
To formally object to any parts of the ETRO (the trial of additional short-stay bays, not the RPZ itself), please submit your objection to us in writing. You must state the grounds on which you object to the ETRO in your written objection.
You should send your written objection to: The Liveable Neighbourhoods Team, Oldfield ETRO Consultation, Lewis House, Manvers Street, Bath BA1 1JG. You can also email a letter of formal objection to LNs@bathnes.gov.uk, clearly labelling the email 'Formal objection to Oldfield RPZ ETRO'.
We must receive formal objections within 6 months of an order being made.
Monitoring
We are introducing the changes on a trial basis, and we will regularly monitor the zone to check the availability of residents' bays and the use of the new dual-use and limited-parking bays.
We may make small amendments to the trial during the consultation, based on your feedback. If amendments are significant, we may extend the trial.
We will analyse the data and present this in a final consultation report, which we will publish on the website.
What happens next
On 29 February 2024, we will close the survey and analyse all feedback.
We will use your answers to help us decide whether to permanently adopt the changes or revert to the original design.
The experimental bays will remain in place until we make a decision to either make them permanent or revert to the original design. We must make this decision within 18 months of the trial starting. The residents' parking zone will remain operational regardless of the outcome of this consultation.
