Petroleum storage certificate

If you want to store and sell petrol for use in motor vehicles, or you want to store a large amount of petrol for private use, you will need a petroleum storage certificate.

Before you apply

You need to read and understand the requirements set out on this page before you submit an application for a certificate. We cannot proceed with your application unless you give us all the information we need.

What the certificate covers

Petroleum storage certificates cover products of crude petroleum such as:

  • petrol
  • benzene
  • pentane
  • any mixture that contains these products and has a flashpoint below 21°C

What the certificate does not cover

Petroleum storage certificates do not cover products such as white spirit, paraffin, diesel oil or fuel oils.

Eligibility

To check if you are eligible for a petroleum storage certificate, please contact our Petroleum Licensing Officer.

Fees and prices

The table below shows the fees and charges for petroleum storage certificates:

Storage of up to 2,500 litres £48 per year
Storage of between 2,500 and 50,000 litres £65 per year
Storage of over 50,000 litres £137 per year
Transfer of licence £37

Duration

Certificates will last at least a year, depending on how long you apply for.

You will need to apply for a new certificate if there are any material changes to your storage conditions, including:

  • Removal or decommission of one or more storage tanks
  • Installation of new petrol storage or dispensing pipework
  • Installation of one or more petrol pumps

The application process

We will inform trading standards of your application and they may contact you if they have any concerns.

There is no consultation process with this application.

Evaluation

We aim to determine your application within 28 days.

Conditions

We may attach conditions to the permit. These will be sent to you with your permit.

Complaints

If you want to make a complaint about a business operating without a petroleum storage certificate, please report this to us using our online form.
