The Department for Levelling up Communities asked us to undertake a cost of care exercise in April 2022. The purpose of the exercise was to help us understand how care homes (for those aged over 65) and domiciliary care agencies (for those aged over 18) in our area determine their costings. The exercise would also allow for some analysis between the cost of running a service and the amount that we pay. This exercise helps us to:
- Establish what it costs to provide home care and care in a care home
- Find out what we need to do to ensure long term mutual sustainability
- Empower adults receiving care and support to get the best possible outcomes
In April 2022 the Government asked all Local Authorities to undertake a Fair Cost of Care Exercise and develop a Market Sustainability Plan. This was as a result of the Build Back Better recovery from the Covid-19 pandemic, and in line with the Government’s 10 year vision described in the ‘People at the Heart of Care’ White paper.

Market Sustainability Plan
Bath and North East Somerset’s Market Sustainability Plan demonstrates how we are fulfilling our duties under s.18 of the Care Act 2014 and outlines how we will promote sustainability across the care home and domiciliary care market, and is supplementary to the Fair Cost of Care Reports published on 1 February. Together, these reports help us understand the care market and importantly, what we can do to support providers to continue to deliver care to the citizens of Bath and North East Somerset.
