Catharine Place through-traffic restriction trial

The Catharine Place through-traffic restriction trial is being installed under an experimental traffic regulation order (ETRO) for a minimum of six months from Friday 1 November. 

Important installation notice

Works to install this trial will be on Friday 1 November. Please note the following:

  • A row of bollards will be installed on Catharine Place just before the junction with Rivers Street Mews to create a no through-route for motorists from 1 November (for a minimum of six months).
  • We will remove several parking bays in the area to improve turning and visibility for the duration of the trial. This includes: 2-3 bays outside Catharine Cottage/4 Circus Mews, 1.8 metres of dual-use parking bay at the northern end of Rivers Street Mews, and the permit-holder only bay outside 2 Rivers Street Mews.
  • We will temporarily suspend the parking bays to the west of the cycle hanger outside 20 Catharine Place to enable work on the bollards.
  • Parking suspension signs will be in place in advance. Please remove any parked vehicles from these signed bays before 7am on Friday 1 November. 
  • From Friday 1 November, vehicle access to homes and businesses will be from either side of the restriction for the duration of the trial (see annotated map and technical designs below).

This is one of three linked restrictions in the Lower Lansdown ETRO trial, which is part our Liveable Neighbourhood programme. Its aim is to prevent motorists from using residential streets in the area as a short cut to and from the A46/M4.

During the trial, we will monitor its impacts and seek residents’ views in a six-month public consultation.

Overview of the Catharine Place trial

Under the trial we will create a through-traffic restriction by placing a row of bollards across Catharine Place just before the junction with Rivers Street Mews. This will allow pedestrians, cyclists and people with mobility aids to pass through, but not motor vehicles. 

Vehicle access to homes will be from either side of the restriction. To allow vehicles to turn, several parking spaces will be removed in the area. In an emergency, service vehicles would be able to remove the bollards.

Trial details

The following annotations correspond to the numbered map above:

  1. We will place a set of bollards across Catharine Place between Margaret’s Buildings and just before the junction with Rivers Street Mews. Space to turn vehicles will be provided on either side of the bollards. 
  2. A secure cycle parking facility for residents (known as a ‘cycle hangar’) will be retained to the south side of the bollards.
  3. One dual-use parking bay will be removed opposite 2 Rivers Street Mews to improve visibility and enable turning.  
  4. Two to three ‘permit-holder-only’ parking bays will be removed outside Catharine Cottage/4 Circus Mews to provide a turning space.

Additionally, we will remove 1.8 metres of parking bay at the north end of Rivers Street Mews to improve visibility.
