High Littleton and Hallatrow Neighbourhood Plan

High Littleton and Hallatrow Neighbourhood Plan has been prepared and submitted by the Parish Council. Following the Regulation 16 consultation, which closed earlier this year, the examiner identified that the submitted Consultation Statement did not fully meet the requirements of the Neighbourhood Planning Regulations and that a background document, the Landscape Character Assessment (LCA), was not published in full. Therefore, a revised Consultation Statement and the complete LCA are now being published for further comment.

This plan, developed by the local community, guides future development and land use in High Littleton and Hallatrow, covering sustainable development, housing, transport, environment, heritage, and community facilities.

Consultation

The consultation on the revised Consultation Statement  and Landscape Character Assessment (LCA)  will take place under Regulation 16 of the Neighbourhood Planning Regulations and will last for 6 weeks from 6 November to 18 December 2024.

During this period, you can make representations on the revised Consultation Statement and LCA only. Comments received during the consultation will submitted to the examiner. All comments and representations received as part of the previous consultation (July/August) are being reviewed as part of the independent examination. There is no need to resubmit comments if there is no change

Independent examination

The independent examination of the Neighbourhood Plan is currently on hold. The appointed examiner will resume the assessment of the plan against national and local policies, as well as consultation responses, following the consultation on the revised Consultation Statement and Landscape Character Assessment (LCA).

What happens next

The timeline below shows the cycle for adoption of the plan.

It includes the current (active) stage, those already completed, as well as expected future stages.

  1. Public consultation

    Completed July to Aug 2024

This consultation gives you an opportunity to have your say on the Neighbourhood Plan for High Littleton and Hallatrow. The local planning authority (LPA) publicises the plan for at least six weeks, inviting feedback from the public and relevant stakeholders.

  2. Independent Examination

    ON HOLD October 2024

Independent examination of the Neighbourhood Plan for High Littleton and Hallatrow. The examiner reviews the plan to ensure it meets the necessary conditions and legal requirements. They can recommend that the plan moves to a referendum, suggest changes, or advise that it is not suitable.

  3. Modifications (if required)

    On target November 2024

Any modifications to the plan as required by the Examiner. The examiner’s report will outline the necessary changes, and the LPA will decide how to proceed based on these recommendations.

  4. Decision

    On target November 2024

The decision made by the LPA. They will issue a decision statement explaining whether the plan will go to a referendum and detailing any required changes.

  5. Referendum

    On target January 2025

A referendum to be held on the finalised plan in High Littleton and Hallatrow. Residents will vote on whether they support the plan. A simple majority of over 50% of those voting is required for the plan to proceed.

  6. Adoption

    On target January 2025

Formal adoption of the plan. If the referendum results in a majority 'yes' vote, the LPA must adopt the neighbourhood plan within eight weeks. The plan then becomes part of the statutory development plan for the area and is used in making planning decisions.
