Proposed Changes to the Local List of Planning Application Requirements (LLPAR)

We are making changes to the application submission requirements in the Local List of Planning Application Requirements (LLPAR). Have your say on the changes we are proposing online.

Why we are consulting

We (Local Planning Authorities) are required to consult you (the public) if we want to alter the requirements to the LLPAR. The LLPAR describes the documents you need to submit with your planning applications over and above the National Requirements. We would like to find out your views on our proposed changes to the LLPAR. View our current LLPAR

Who we are consulting

This consultation is aimed at planning agents, architects, builders, developers and members of the public who submit planning applications.

Changes we are proposing

The adoption of the Local Plan Partial Update (LLPU) and associated Supplementary Planning Documents (SPDs) in January 2023 was a major policy update with extensive public consultation, focused on delivering more sustainable and ecologically sound development through the planning process.

Making sensible changes to the LLPAR to match the policy changes already in place will simplify and clarify the policy requirements at the point of submitting planning applications. It will also support timely decision making.

The changes we are proposing are divided into three parts in our online form where you can have your say.

  • Accessibility Standards
  • Student Accommodation
  • Artificial Pitches
  • Sustainable Construction

Parts two and three

Parts two and three are about changes we recommend to update existing local list requirements and introduce new requirements, which will provide clarification and reduce delays to application decision times where additional information may be required. This includes:

  • A new checklist for protected species surveys
  • Structural Engineers Reports for demolition in conservation areas
  • Land and Visual Impact Assessments
  • Damp remediation reports for listed buildings
  • Invalid and returned application fees

What happens next

We will review the results of this consultation and take on board your feedback, where appropriate. Our aim is to make changes to the LLPAR relating to recent policy adoption quickly.

Decisions to implement new charges will be made by the cabinet member for Planning and Licencing.
