If you think you have received a Clean Air Zone Penalty Charge Notice (PCN) in error, or have mitigating circumstances that you want to tell us about, you can challenge your fine. You can do this online or by post. Use this page to help you to decide whether to challenge your fine, and to find out how to do this.
Your deadline for deciding what to do
You have up to 28 days after the date of service of your PCN, to decide to pay the fine, or to make your challenge. The date of service is two working days after the post date on the front of the notice (excluding weekends and Bank Holidays).
You will find a list of ‘compelling reasons for challenging a fine’ published on the PCN. Please consider these carefully before deciding what to do. If you make a successful challenge, you may not have to pay the fine. However, you will lose your chance to pay a discounted charge (£60, instead of the standard £120), if you challenge your fine after the first 14 days of issue and your challenge is unsuccessful.
Before you challenge your fine
To make a challenge to your fine, you will need the following:
- the penalty charge notice (PCN) number, for example BN12345678
- your vehicle registration number
- the web code, for example 123AB456

If your challenge is unsuccessful
If we cannot accept your challenge, we will inform you of this by letter. The letter will tell you how you can appeal against the decision. The Traffic Penalty Tribunal will handle any appeal, and their decision will be final.
