The project so far
Last year, the government announced that local authorities could apply to enforce moving traffic enforcement powers, a responsibility currently held by the Police.
We confirmed our intention to apply for these powers in summer 2021 to the Department for Transport (DfT). The DfT has now announced that the first tranche of official applications must be submitted by 20 May 2022.
Before we apply, we need to carry out a six-week public consultation not on the transfer of these powers to us, but on the details of specific locations where we are proposing to implement enforcement measures using traffic enforcement cameras.
As such, we are asking for your views on the application of these powers in 4 locations in Bath and 1 location in Keynsham, which we have identified as high-priority locations.
Next steps
Results from this consultation will be presented to Cabinet on 5 May for approval to apply the powers.
If Cabinet decides to proceed, we will submit an official application to the DfT by 20 May. Confirmation of these powers is still subject to parliamentary timetables; however, it is currently expected that they will be available from 1 June.
It is important we meet this deadline for first tranche applications, as the second tranche of applications are not expected to be considered until late 2022, and at this time, no deadline has been set.
We recognise that there will be other locations where existing moving traffic restrictions may also benefit from further evaluation and possible future enforcement. However, our priority at this time is to focus on locations that allow us to meet the government's tranch 1 deadline to apply for the powers. Once we have the powers to enforce moving traffic restrictions with traffic enforcement cameras, we will be able to consider and consult on their use at any location according to our own timetable and resources.
