Our approach
We want to stress that the purpose of our proposed application and use of these enforcement powers is not to issue fines and raise revenue. The enforcement of moving traffic restrictions is not a core priority for the Police, so by using moving traffic enforcement powers at key locations we can begin to increase compliance and reduce moving traffic offences in high-risk areas.
To ensure that we can achieve this objective, we will evaluate all locations for enforcement against the following hierarchy of principles to ensure that enforcement action at a location will:
- improve public safety
- protect public infrastructure
- improve spaces for people
- prioritise active travel and public transport
- reduce congestion
Monitoring and evaluation will be a core part of this approach to assess if enforcement action is, or continues to be, the most appropriate way for us to achieve compliance with restrictions.
By monitoring the frequency, severity and impact of moving traffic offences at the proposed locations, we can evaluate an appropriate solution to achieve compliance according to the following hierarchy:
- Engineering - changes to road layouts can prevent or further discourage contraventions.
- Education - changes such as improved signage may be sufficient to increase awareness.
- Enforcement - no engineering or educational solution is available.
Our long-term approach
If we select other locations in future, we will undertake 6-week consultations similar to this consultation process to hear your views. If enforcement action is recommended, we will undertake this using Automatic Number Plate Recognition (ANPR) cameras to detect and evidence the moving traffic violations where they will then be reviewed by a trained officer, pending the potential issue of a Penalty Charge Notice of up to £70 for drivers who breach the moving traffic restriction.
Once camera enforcement at a location has become live, we will continue to monitor and evaluate the impact of enforcement. This will include the number of offences, and where we see improved and sustained compliance, it may be appropriate to pause enforcement action or even relocate the camera to a new location.
However, if the number of offences remains very high and we see no reduction over time, this may indicate that enforcement action is not the right solution. In this scenario, we would re-evaluate other solutions such as engineering changes or increased signage to reduce offences and make these locations safer.
