The following Transport Papers form part of the transport evidence base and have been produced to support the Local Plan Options Consultation.

Transport Vision and Objectives

The Vision and Objectives set out what Bath and North East Somerset Council (B&NES) want to achieve and how it should be achieved, in transport terms, through the new Local Plan. B&NES has an ambitious vision to deliver the forecast growth within the New Local Plan as part of its drive towards the decarbonisation of the transport networks across the district. At the heart of this Vision is the need to ensure that people can get to where they need to go and are able to access the facilities and services that they need, as sustainably as possible.

Overarching Transport Context

The Local Plan provides the opportunity to develop a set of transport interventions which respond to the forecast growth, whilst simultaneously benefitting existing residents and visitors to the district in delivering a step change to the active mode and public transport networks.

The purpose of this document is to set out the Overarching Transport Context for the New Local Plan. It explains how it has informed decisions around transport issues and includes reference to the B&NES Corporate Strategy, which sets out the Council’s overarching purpose, and how it will seek to achieve the aims within this.

Network Mobility Study

This study defines existing transport characteristics, opportunities and challenges that exist within the B&NES district. The intention is that it reviews the current transport evidence available, identifying where there are gaps in the existing transport provision which need to be addressed. The focus of the study is to examine the existing transport network and transport opportunities at a strategic level for the entire B&NES district.

Transport Methodology

The transport evidence base has involved an extensive gathering and review of data, evidence and information on key issues which affect the transport networks within the district. The Methodology Technical Note summarises the process that B&NES is going through to ensure that the Local Plan is supported by a robust transport evidence base. This includes how transport and carbon impacts will be modelled and assessed, and key elements of the development of transport strategy and mitigation proposals.

Transport Strategies (Journey to Net Zero Plans)

Journey to Net Zero (JNZ) Transport Plans are being prepared for the following places as potential locations for growth:

  • Hicks Gate
  • Keynsham and Saltford
  • Somer Valley
  • Whitchurch Village

The purpose of each JNZ Plan is to better understand the unique transport challenges and opportunities and set out our vision of a future transport system for each of these places over the next 20 years. The strategy looks to the long term and includes potential interventions needed to provide a transport system that is fit for purpose for those living, working, and visiting the area.

Active Travel Masterplan

The new Local Plan is an opportunity to make a real difference in how we provide for our journeys to enable people to travel by more sustainable and active modes of transport including walking, wheeling and cycling. The new Local Plan is a critical tool in helping deliver the active travel infrastructure needed, not just for those developments contained in the plan but for the wider community.

The Active Travel Masterplan will set out the existing and future network of active travel infrastructure required to enable and provide for sustainable and healthy forms of transport, as well as addressing the climate emergency, reducing inequalities, improving air quality, tackling obesity and reducing traffic congestion across Bath and North East Somerset.

The Transport Glossary serves as a comprehensive reference and explains some of the technical terms used in the transport evidence papers. By providing concise definitions, the glossary enhances the accessibility and understanding of key terms and ensures that key concepts are interpreted consistently.
