This report presents the findings from research commissioned by Bath & North East Somerset (B&NES) Council to examine food insecurity among older residents across the B&NES region. The research builds on a previous study which found that older people in the region were not accessing food support in the numbers anticipated, and that there was scant knowledge about how well older adults are being served by current interventions designed to identify and support ‘hidden communities’. Addressing this was identified as a priority in the B&NES Food Equity Action Plan 2022 – 2025.

Minimum Energy Efficiency Standards enforcement policy

The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 are designed to improve the standard of the least energy efficient private sector rental properties in England and Wales - those rated F or G on their Energy Performance Certificate (EPC).

Details

The Regulations provide that from April 2020, domestic privately rented property must have an EPC rating of at least E, unless it is among a small number of properties that can claim and register an exemption. Social housing is not included.

The Council has a duty to enforce the Regulations; this will be done collaboratively by Trading Standards and Housing Services. Officers will be authorised to deal with different forms of non-compliance with the Regulations which include:

  • the property being sub-standard and let in breach of Regulation 23
  • the landlord having registered any false or misleading information on the government’s national PRS Exemptions Register
  • the landlord having failed to comply with a Compliance Notice

The Service is responsible for enforcing laws relating to Food, Health and Safety, Licensing, Environmental Protection and Monitoring, Cleansing and Trading Standards which relate to aspects of health, wellbeing, public safety, consumer protection and enhancement of the local environment.

This Enforcement Policy will continue to be developed to take account of feedback from businesses and others.

Naming of new street in Bath - Oxford Gardens

Notice is hereby given that on or after 10 November 2023, Bath and North East Somerset Council will make an order (hereinafter referred to as ‘the Order’) under Section 18 of the Public Health Act 1925. The effect of the Order will be to name road indicated on the attached plan 'Oxford Gardens'.
