The legal process
If you want to temporarily close a public right of way, you need to send an application form to our Public Rights of Way Team.
We have the power to temporarily close public rights of way, but only for certain reasons. We can close paths or public rights of way through Temporary Traffic Regulation Orders (TTROs).
TTROs are normally used to allow essential or emergency works on a highway, such as installation of or maintenance works to gas, electricity or water services.
How long it takes
A temporary public rights of way closure can last a maximum of 6 months.
You need to make an application for a temporary closure at least 8 weeks before your desired closure date. This gives us time to comply with the necessary legal requirements.
If you apply with less than 8 weeks' notice, you will be charged an additional fee and you may have to change your closure date.

The total cost for applications made with more than 8 weeks' notice is £1,590.

What happens next
Once we start to process an application, we hold an informal consultation with the police and other emergency services.
Following this, we will advertise the TTRO in the local press and our legal department will make the TTRO.
