Joint Local Transport Plan 4

The draft Joint Local Transport Plan (JLTP4) sets out the vision for transport investment in the West of England and the policy framework within which the West of England authorities will work. The new JLTP builds on the two previous plans, 2006 to 2011 and 2011 to 2026 and the Joint Transport Study, October 2017. It will cover the period from 2019 to 2036.

The JLTP4 has been prepared by the West of England Combined Authority and the four West of England local authorities – Bath & North East Somerset Council, Bristol City Council, North Somerset Council, and South Gloucestershire Council.

The Keynsham transport strategy was adopted by the council in July 2016. The long term vision is to minimise the negative effects of traffic congestion in and around Keynsham and ensuring it retains its independence and its separate identity within an attractive rural setting by becoming a more sustainable, desirable and well-connected place in which to live and work.

Journey to Net Zero final report

The Journey to Net Zero plan outlines projects that will support us on our journey to carbon neutrality. In this plan we have considered at a high level the potential scale of carbon reduction that the future projects could deliver.

Details

In March 2019, B&NES declared a Climate Emergency, which included a commitment to become carbon neutral by 2030. Transport currently accounts for 29% of carbon emissions in the B&NES area. The Journey to Net Zero plan provides a holistic approach for meeting the transport needs of those living, working and visiting Bath from 2020 onwards. The plan identifies how transport will respond to and support delivery of the targets set out in the Climate Emergency.

In April 2020, the Transport Delivery Action Plan Phase 1: Current and Future Report (Current and Future Report) was published by B&NES, setting out the current and future situation for transport into, out of and around Bath, and the need for significant and focused improvements. The report looks at the ways in which we currently travel, and provides the evidence base that underpins the consideration of future transport measures set out in this plan.

Combined, the Current and Futures Report and Journey to Net Zero transport plan identifies the challenges that Bath faces in terms of transport both now and in the future, and also the measures required to overcome these to support the realisation of the Councils’ core policy theme to tackle the climate and ecological emergency.

Children's services complaints and representations annual reports

These reports are produced in accordance with the statutory guidance for the Children Act 1989 Representations Procedure (England) Regulations 2006 as amended by the Children (Leaving Care) Act 2000, Adoption and Children Act 2002, the Health and Social Care (Community Health and Standards) Act 2003. The reports consider compliments, complaints and representations received each financial year by Children’s Social Care and the Education, Inclusion and Children’s Safeguarding Service. They also provide an analysis of outcomes, trends and learning from complaints which can be used by the service for planning and improved service delivery.

The Children and Young People's Plan

The Children and Young People’s Plan (CYPP) describes how our Children and Young People's sub group of the Health and Wellbeing Board will provide the best joint approach to providing services for children and young people, and particularly those who need extra support.

The CYPP 2024-2030 is the delivery plan for the Health and Wellbeing Strategy Priority 1 ("Ensure that Children and Young People are healthy and ready for learning and education.")

The Health and Wellbeing Strategy also has 4 strategic objectives for children and young people:

  • Strengthen family resilience to ensure the best start in life
  • Improve timely access to appropriate family and wellbeing support
  • Reduce the existing educational attainment gap for children and young people
  • Ensure services for children and young people who need support for emotional health and wellbeing, from early help to statutory support services, are needs-led and tailored to respond and provide appropriate care and support

The CYPP sets out how children and young people will be supported to achieve the best possible outcomes by focusing on the four strategic objectives.

Childcare Sufficiency Assessment report

Following the Budget in March 2023, major new changes have been announced to the Early Years Education and Childcare offer for children and families. As a result, legislation and guidance as to how and what should be included in the Childcare Sufficiency Assessment has been taken into consideration and the results are now published in the Spring 2024 Childcare Sufficiency Duty Report. The report will be updated on a six-monthly basis.

Details

Local authorities are required to carry out a regular childcare sufficiency assessment in their area. In Bath and North East Somerset a report is produced twice a year to provide updated information on the local childcare market. Copies of the last three reports can be found below.

The Council and the CCG want to make it as easy as possible for people to exercise choice and control over their lives, including their care and support needs, and recognise that direct payments can be an important part of this. The Council and CCG want to ensure that people understand what direct payments are, the freedoms and choices that direct payments bring and the responsibilities that go with them. We also want to make sure the application process is as easy as possible.
